Tom Frana - Chairman and CEO

Tom Frana has served as President and CEO of ViON Corporation since 1992. He has guided ViON from a small technology company into a premier system integrator organization and is responsible for the company’s overall strategy. As Chairman and CEO, Mr. Frana currently focuses his time in the areas of technology innovation, long term planning, financial performance, employee development, and passionately overseeing ViON’s unique customer engagement model.

Mr. Frana has been involved in supporting a wide range of functions for both federal and commercial customers. He has experience with systems engineering, sales, marketing, customer service and general management with ITEL, National Advanced Systems and Hitachi Data Systems. He has held positions in Europe as Vice President and Director of Systems Engineering and Customer Service and Support; Vice President and Managing Director in Asia/Pacific; and Vice President and General Manager of U.S. Operations for Hitachi Data Systems.

Mr. Frana was born in Annapolis, Maryland, at the Naval Academy. He spent three years in the U.S. Marine Corps and served in Vietnam. He has a Liberal Arts degree from Kendall College, Evanston, Illinois.

Mr. Frana is a Founding Member of the U.S. Marine Corps Museum in Quantico, Virginia, and a member of the Board of the Marine Corps Heritage Foundation. He was also a member of the AFCEA Executive Committee and an Advisory Council Member on the United Service Organizations (USO) in Dallas/Fort Worth, Texas for 12 years. Michael R. Jones - Vice President, Corporate Development

Mr. Michael Jones is a former member of the U.S. Marine Corps with over 40 years of experience in computing solutions. Since 1980, he has been using his vast knowledge to head up Corporate Development at ViON. Today, he is actively involved in strategic planning and facilitating strong supplier relationships. Mr. Jones is a member of Vistage, a worldwide organization that brings together key executives to provide insight on best business practices. He is also Chairman Emeritus of the Board of Trustees of San Miguel School, a middle school for underprivileged Latino boys. He holds a BS degree in Economics from the University of Maryland. Jeff Henry - President

Jeff Henry brings more than 30 years of sales expertise to his role as President of ViON. He is responsible for the company’s overall operations, strategic execution, marketing and revenue. He has extensive experience working with technology manufacturers, ranging from very large and established companies to numerous high-growth and emerging technology firms.

Prior to ViON, Mr. Henry served as Senior Vice President and General Manager of the Americas at Hitachi Data Systems. He was responsible for Sales and Services and led a team of 2,000 employees. During his tenure, revenue and profitability almost doubled. He also served on the Executive Committee. Before his stint with Hitachi Data Systems, Mr. Henry served as a Vice President and General Manager of North American Sales for Unisys Corporation and was Vice President of Global Accounts for Hewlett-Packard (HP) Corporation, managing a team focused on global revenues within the Fortune 100 account base. Prior to his time at Hewlett-Packard (HP) Corporation, he held various sales and marketing leadership positions within the technology industry.

Mr. Henry holds a B.A. in Marketing from Ohio State University and has attended multiple Executive Leadership programs hosted by premier universities in the U.S.



Rob Davies - Executive Vice President, Operations

Mr. Rob Davies is ViON’s Executive Vice President of Operations responsible for ViON's Solution Development, Cloud and Infrastructure-as-a-Services offerings, Professional Services, Managed Services, and Support Services.  Mr. Davies has 25 years of experience supporting Federal and commercial business in information technology.  Prior to ViON, Mr. Davies served as Vice President of U.S. Public Sector Services for CA Technologies, as well as Chief Executive Officer and President at Base Technologies.  Mr. Davies earned his Bachelor of Arts in Political Science from the University of Michigan and his Master of Arts in International Affairs from the American University. Neill A. Blue - CFO, Executive Vice President of Finance

Neill Blue is a proven corporate leader possessing extensive experience as a Financial Officer and Operations Executive. Most recently, Neill has served as a consulting CFO and COO for Capitol Power Group, a local firm that provides mission critical infrastructure power equipment and a wide array of services to the data center industry. Prior experience includes leading the Mission Critical Services division of Schneider Electric, a $25 billion global energy solutions firm, and as CFO & COO of Lee Technologies, a mission critical services entity. While at Lee Technologies, Neill worked with the CEO to handle strategic planning and investment opportunities. Neill’s previous positions have also included directing and managing U.S. investment activities in the areas of real estate investment, asset management and startup companies, CFO for a real estate developer and practicing CPA for Ernst & Young. Mr. Blue received his Bachelor of Business Administration from James Madison University and has attended multiple Executive Leadership programs throughout his career.



Michael M. McGowan- Chief Human Resources Officer/Executive Vice President of Business Operations

Michael M. McGowan is ViON’s CHRO/Executive Vice President of Business Operations. Mr. McGowan is responsible for developing and guiding ViON’s strategy for acquiring, developing, rewarding and retaining the best talent. Additionally, Mr. McGowan is responsible for leading ViON’s Business Operations and IT Services Departments. Before joining ViON, Mr. McGowan was the Chief Human Capital Officer for ASI Government leading the company’s human resources, recruiting, resource management, security and facilities departments. Prior to ASI, Mr. McGowan served as a Federal Talent Leader for Deloitte’s Federal practice. In this role, Michael was responsible for leading many HR initiatives for Deloitte’s 7,000 person Federal practice including the annual compensation review and performance evaluation processes. Over his career, Mr. McGowan worked on multiple acquisitions including Deloitte’s acquisition of BearingPoint. He has also held Human Resources position at SAIC and CSC. Mr. McGowan received his B.A. from the College of William & Mary and his M.A. in Human Resource Management from The Catholic University of America. He is a certified Senior Human Resource Professional by the Human Resources Certification Institute and previously served as the President of Catholic University’s SHRM Society.



Carl T. Fulp - Chief Technology Officer, Senior Vice President

Mr. Carl T. Fulp has three decades of service at ViON and is responsible for ViON’s solution/product strategy and portfolios. As CTO and Senior Vice President of Solution Strategy & Development, Mr. Fulp has built a team of industry leading solution experts and top of class engineers. Under Carl’s leadership, this team drives the creation of the very best in enterprise class solutions with a focus on delivering unsurpassed value to ViON’s customers. Before becoming Chief Technology Officer, Mr. Fulp was Vice President of Engineering and Services at ViON. While in that role, he designed, sold, and implemented solutions for the company’s largest customers. Prior to his extensive years of work and dedication at ViON, Mr. Fulp held a position at the Defense Intelligence Agency installing and maintaining solutions for Intelligence Analysts. He also served ten years in the United States Air Force designing and implementing information systems for the United States Air Force in Europe and for the Defense Intelligence Agency. Mr. Fulp studied Computer Science at the University of Maryland, attended UNC’s Kenan-Flagler Business School for executive development and completed three years of executive training with Gap International.



Liz Anthony - Senior Vice President, Marketing

Ms. Liz Anthony is ViON’s Senior Vice President of Marketing and has over 20 years of experience implementing marketing plans and strategic communications programs across the globe. Prior to joining ViON, Ms. Anthony served as Senior Manager at Cisco and NetApp, where she was responsible for the U.S. Public Sector strategy and developing integrated programs with key partners.  While at NetApp, Ms. Anthony managed sales enablement for SAP globally. Having owned her own marketing consultant organization for over 16 years, Ms. Anthony is a passionate, long-time advocate of women in business. She is a proud member and former board member of Women In Technology, Advisory SLED Board Member for The Channel Company, Chairperson of the American Heart Association Executives with Heart, and member of the AFCEA. David Kushner - Vice President of Federal Sales

David Kushner is ViON’s Vice President of Federal Sales. In this position he will identify growth opportunities in the federal market and expand ViON’s footprint by providing disruptive solutions and financial models such as “as a service.” Previously, David served as the Senior Director of Federal Civilian Sales at ViON where he delivered $90 million in revenue while focusing on implementing creative solutions that address constantly changing IT requirements and challenges. Prior to leading the federal sales team, Kushner served as the Director of Solution Sales at ViON. Before joining ViON, he spent ten years with EMC Corporation’s Intelligence Group, where he managed the OEM Business Development Team. David holds a BA in Business and Economics from the University of Pittsburgh.



Ray McCay - Vice President of Solution Sales

Ray McCay is the VP of Solution Sales at ViON Corporation. Previously, he served as the President, Solutions Strategy for ViON Corporation, a market leader in the design, delivery and maintenance of mission critical IT infrastructure solutions. McCay oversees ViON’s Cloud Business Strategy and leads ViON’s Solutions Planning Council. Before joining ViON, Ray worked at Hitachi Data Systems (HDS) for nearly 24 years in a variety of roles including engineering, sales, sales leadership and strategic planning. His tenure at HDS included running Hitachi’s Global Strategic Solutions planning team and leading HDS’ global sales and engineering team for Universal Compute Platform (UCP). Prior to joining HDS, Ray worked with McDonnell Douglas leading their IT Tactical Planning team and their United States based Data Network team.



Tony Encinias  - Vice President of Technology

Mr. Tony Encinias is ViON’s Vice President of Technology. In his position, Mr. Encinias will head up ViON’s ambitious efforts to design and implement enterprise-class IT solutions for governments and commercial customers who are demanding high performance, lower costs, top security and 24/7/365 support in their IT modernization efforts. Mr. Encinias most recently served as the Chief Information Officer for the Commonwealth of Pennsylvania, where he was also Chief Technology Officer from 2008 to 2012. While there, Mr. Encinias developed and implemented a capacity-on-demand compute services strategy, as well as instituting an Advanced Persistent Threat (APT) Cyber Security program, a first for state government. A retired US Naval Officer, Mr. Encinias’ military career included his service as Relational Supply Application program manager for the Space and Naval Warfare Systems Command, and Deputy Director for Innovation in the eBusiness Operations Office for the Department of the Navy, Chief Information Officer.  Mr. Encinias received the 2014 Government Technology Doer, Dreamer, and Driven Award, 2014 Computer World Premier 100 Technology Leader Award, and the 2014 StateScoop Executive of the Year Award. Click to hear Tony talk about strategies state and local CIOs are considering for deploying technology.



Ed Stockton  - Vice President of Services

Mr. Ed Stockton is ViON’s Vice President of Services. In this position, Mr. Stockton helps drive sales and manages delivery of ViON Services. Previously, he served as ViON's Business Development Director for Federal Civilian agencies. Before joining ViON, Mr. Stockton spent more than five years at CA Technologies as Director of Services Delivery. He has 17+ years of experience leading IT Services teams in a variety of roles. Mr. Stockton holds a BA in Communication from Messiah College and an MBA from the University of Maryland, Smith School of Business.




Rebecca Singhavong, MBA - Vice President of Finance

As Vice President of Finance, Rebecca Singhavong is responsible for overseeing ViON’s accounting operations. In this role, she manages policies, internal controls, and all financial related matters essential to ViON’s continued growth. Prior to ViON, she worked in public accounting with clients to provide tax and consulting services to a diverse client base. She earned an MBA from James Madison University and Bachelor’s degree from University of Maryland University College majoring in Accounting. Singhavong is a philanthropist who supports the mission of Our Military Kids as a Board Member.




Justin Ciaccio - Director of Sales

As Director of Sales, Justin Ciaccio is responsible for overseeing ViON’s national sales team, which is focused on Fortune 500, state, local and education (SLED) clients. Previously, Mr. Ciaccio served as Business Sales Manager for Sprint, where he assumed profit/loss responsibilities and managed C-level relationships with high profile clients, while leading a team of direct sales employees in the D.C. area. He is a five-time Sprint President’s Circle winner—a title awarded to the top 2.5% of sales employees. Mr. Ciaccio earned his Bachelor’s of Business Administration from James Madison University.
