Tom Frana - President and CEO

In January of 1992, Mr. Tom Frana became the President and CEO of ViON Corporation (ViON). ViON is a Vietnam veteran-owned hardware and systems integrator selling storage, server, and software solutions and associated services to the U.S. federal government and public sector and commercial areas. Mr. Frana has over 45 years of experience in the information technology industry and over 40 years in the vendor environment.


Mr. Frana has been involved in supporting a wide range of functions for both federal and commercial customers. He has experience with systems engineering, sales, marketing, customer service, and general management with ITEL, National Advanced Systems, and Hitachi Data Systems. He has held positions in Europe as Vice President and Director of Systems Engineering and Customer Service and Support; Vice President and Managing Director in Asia/Pacific; and Vice President and General Manager of U.S. Operations for Hitachi Data Systems.


Mr. Frana was born in Annapolis, Maryland, at the Naval Academy. He spent three years in the U.S. Marine Corps and served in Vietnam. He has a Liberal Arts degree from Kendall College, Evanston, Illinois.


Mr. Frana is a member of the AFCEA Executive Committee. He is also a Founding Member of the U.S. Marine Corps Museum in Quantico, Virginia, and a member of the Board of the Marine Corps Heritage Foundation. He is also an Advisory Council Member on the United Service Organizations (USO) in Dallas/Fort Worth, Texas. Michael R. Jones - Vice President, Corporate Development

Mr. Michael Jones is a former member of the U.S. Marine Corps with over 40 years of experience in computing solutions. Since 1980, he has been using his vast knowledge to head up Corporate Development at ViON. Today, he is actively involved in strategic planning and facilitating strong supplier relationships. Mr. Jones is a member of Vistage, a worldwide organization that brings together key executives to provide insight on best business practices. He is also Chairman Emeritus of the Board of Trustees of San Miguel School, a middle school for underprivileged Latino boys. He holds a BS degree in Economics from the University of Maryland. Jim Davidson - Executive Vice President, Sales & Marketing

Mr. Jim Davidson is responsible for ViON’s Sales Organization; including Business Development, Sales, Marketing and Sales Enablement. In this role, he directs the sales and marketing efforts of the company and is responsible for ensuring all aspects of its success.  He came to ViON with over 35 years experience in sales and management. Prior to joining the team, Mr. Davidson was President of Nueterra Equity Partners where for five years he directed the Sales and Marketing of this medical IT business from startup to profitability. Mr. Davidson also held an 18-year career with Hitachi Data Systems where he started as an Account Manager and rose to various senior-level management positions including EVP- Americas, and EVP of Global Marketing. John Lubratich - CFO, Executive Vice President of Finance & Administration

Mr. John Lubratich is a seasoned financial executive who brings a wide range of notable experience to his role as Executive Vice President of Finance and CFO at ViON. In addition to receiving his MBA from California State University, he is an accomplished CPA who has worked for Touche Ross.  Prior to ViON, Mr. Lubratich was employed by Hitachi Data Systems where he spent the last seven years serving as Vice President of Finance and Shared Services for the Americas. He has held a number of other positions at Hitachi, as well as the Clorox Company, and National Semiconductor. Having been a lifelong resident of the San Francisco Bay Area, Mr. Lubratich recently relocated to Las Vegas. 



Rob Davies - Executive Vice President, Operations

Mr. Rob Davies is ViON’s Executive Vice President of Operations responsible for ViON's Solution Development, Cloud and Infrastructure-as-a-Services offerings, Professional Services, Managed Services, and Support Services.  Mr. Davies has 25 years of experience supporting Federal and commercial business in information technology.  Prior to ViON, Mr. Davies served as Vice President of U.S. Public Sector Services for CA Technologies, as well as Chief Executive Officer and President at Base Technologies.  Mr. Davies earned his Bachelor of Arts in Political Science from the University of Michigan and his Master of Arts in International Affairs from the American University. Daniel Diltz - Vice President, Public Sector

Mr. Daniel Diltz is responsible for ViON’s Public Sector and Commercial Client business, with coverage across North America. In addition to his Sales, Sales Operations, and Business Development responsibilities, Mr. Diltz assists Public Sector and Commercial Clients crafting viable acquisition and provisioning strategies within the evolving economic and business conditions. Prior to joining ViON, Mr. Diltz was Vice President of NEC’s Advanced Storage & IT Platform Groups, and also served as Deputy Sales General Manager and President and Chairman of the Board of Hitachi Data Systems Credit Corporation. Carl T. Fulp - Chief Technology Officer, Senior Vice President

Mr. Carl T. Fulp has three decades of service at ViON and is responsible for ViON’s solution/product strategy and portfolios. As CTO and Senior Vice President of Solution Strategy & Development, Mr. Fulp has built a team of industry leading solution experts and top of class engineers. Under Carl’s leadership, this team drives the creation of the very best in enterprise class solutions with a focus on delivering unsurpassed value to ViON’s customers. Before becoming Chief Technology Officer, Mr. Fulp was Vice President of Engineering and Services at ViON. While in that role, he designed, sold, and implemented solutions for the company’s largest customers. Prior to his extensive years of work and dedication at ViON, Mr. Fulp held a position at the Defense Intelligence Agency installing and maintaining solutions for Intelligence Analysts. He also served ten years in the United States Air Force designing and implementing information systems for the United States Air Force in Europe and for the Defense Intelligence Agency. Mr. Fulp studied Computer Science at the University of Maryland, attended UNC’s Kenan-Flagler Business School for executive development and completed three years of executive training with Gap International. Liz Anthony - Senior Vice President, Marketing

Ms. Liz Anthony is ViON’s Senior Vice President of Marketing and has over 20 years of experience implementing marketing plans and strategic communications programs across the globe. Prior to joining ViON, Ms. Anthony served as Senior Manager at Cisco and NetApp, where she was responsible for the U.S. Public Sector strategy and developing integrated programs with key partners.  While at NetApp, Ms. Anthony managed sales enablement for SAP globally. Having owned her own marketing consultant organization for over 16 years, Ms. Anthony is a passionate, long-time advocate of women in business. Jeff Henry - Senior Vice President of Strategic Initiatives

Jeff Henry brings more than 30 years of sales expertise to his role as Senior Vice President of Strategic Initiatives for ViON. Prior to ViON, Mr. Henry served as Senior Vice President and General Manager of the Americas – Sales and Services with Hitachi Data Systems (HDS), where he led a team of 2,000 employees, grew revenue, increased profitability and was selected as a member of HDS’ Executive Committee. Before HDS, Mr. Henry served as a Vice President and General Manager of North American Sales for Unisys Corporation and was Vice President of Global Accounts for Hewlett-Packard (HP) Corporation, managing a worldwide sales organization. Prior to HP, he held various sales and marketing leadership positions across the country. Mr. Henry holds a B.A. in Marketing from Ohio State University and has attended multiple Executive Leadership programs hosted by premier universities in the U.S.



Evan Laufer - Vice President of Federal Sales

Evan Laufer is Vice President of Federal Sales at ViON Corporation. In this position, Mr. Laufer drives ViON’s growth and market share across DoD and Civilian agencies. Mr. Laufer brings more than 20 years of IT sales experience to his position, including a decade at ViON in direct sales and sales leadership roles. As Vice President of Federal Sales, he will advance ViON’s legacy of listening and being grounded by intimate relationships with customers. At ViON, Mr. Laufer was recently recognized for his work on the Storage Infrastructure Managed Services (SiMS) contract with the United States Patent Trademark Office (USPTO), which enabled elevated levels of accountability and transparency in the USPTO storage environment. Prior to joining ViON, Mr. Laufer spent more than four years as a Federal Account Executive for Amdahl/Fujitsu, where he successfully led the DHS team. Michael M. McGowan- Vice President, Chief Human Resources Officer

Michael McGowan is ViON’s Vice President of Human Resources. Mr. McGowan is responsible for developing and guiding ViON’s strategy for acquiring, developing, rewarding and retaining the best talent. Before joining ViON, Mr. McGowan was the Chief Human Capital Officer for ASI Government leading the company’s human resources, recruiting, resource management, security and facilities departments. Prior to ASI, Mr. McGowan served as a Federal Talent Leader for Deloitte’s Federal practice. In this role, Michael was responsible for leading many HR initiatives for Deloitte’s 7,000 person Federal practice including the annual compensation review and performance evaluation processes. Over his career, Mr. McGowan worked on multiple acquisitions including Deloitte’s acquisition of BearingPoint. He has also held Human Resources position at SAIC and CSC. Mr. McGowan received his B.A. from the College of William & Mary and his M.A. in Human Resource Management from The Catholic University of America. He is a certified Senior Human Resource Professional by the Human Resources Certification Institute and previously served as the President of Catholic University’s SHRM Society.



Tony Encinias  - Vice President of Public Sector Strategy

Mr. Tony Encinias is ViON’s Vice President for Public Sector Strategy. In his position, Mr. Encinias will head up ViON’s ambitious efforts to design and implement enterprise-class IT solutions for governments and commercial customers who are demanding high performance, lower costs, top security and 24/7/365 support in their IT modernization efforts. Mr. Encinias most recently served as the Chief Information Officer for the Commonwealth of Pennsylvania, where he was also Chief Technology Officer from 2008 to 2012. While there, Mr. Encinias developed and implemented a capacity-on-demand compute services strategy, as well as instituting an Advanced Persistent Threat (APT) Cyber Security program, a first for state government. A retired US Naval Officer, Mr. Encinias’ military career included his service as Relational Supply Application program manager for the Space and Naval Warfare Systems Command, and Deputy Director for Innovation in the eBusiness Operations Office for the Department of the Navy, Chief Information Officer.  Mr. Encinias received the 2014 Government Technology Doer, Dreamer, and Driven Award, 2014 Computer World Premier 100 Technology Leader Award, and the 2014 StateScoop Executive of the Year Award. Click to hear Tony talk about strategies state and local CIOs are considering for deploying technology.



Richard C. Peal - Vice President of Business Development & Sales Enablement

Richard C. Peal is ViON Corporation’s Vice President of Business Development & Sales Enablement, responsible for Federal Business Development, Capture, Proposals, Sales Operations and Partner Management. He is also an executive member of the Solution Strategy and Development Group Virtual Teams for solutions across ViON’s Cloud, Big Data, and Security solutions. Before coming to ViON, Richard was the Vice President of Business Development and Proposals for the Public Sector division of CA Technologies where he led strategic pursuits across Federal, State & Local markets. Prior to CA Technologies, Richard spent over 10 years at Sybase, Inc. where in his last role as Vice President of Sales, he led the Federal Civilian software sales team and consulting services practice. Roseanne Cinnamond - Vice President, Industry Relations

Ms. Roseanne Cinnamond is Vice President of Industry Relations for ViON. As such, Ms. Cinnamond serves as ViON’s principal liaison to industry groups, trade associations, and federal, state, and local advisory organizations. Ms. Cinnamond’s role is to foster effective communication among ViON, government, and industry, as well as to build and maintain high-level contacts with prospective customers and business partners. Before assuming her current position, she served as ViON’s Vice President of Marketing and Proposals, overseeing the production of as many as 200 proposals annually, and managing the marketing and branding for ViON. She is currently active in such groups as the American Council for Technology/Industry Advisory Council (ACT/IAC), the Armed Forces Communications and Electronics Association (AFCEA), and the National Association of State Chief Information Officers (NASCIO). Ms. Cinnamond has also been recognized twice for “Superior Support and Contribution” by the Information Processing Interagency Conference (IPIC). Prior to joining ViON in 1985, she taught history and served as department chairperson for several high schools in Washington, D.C. Ms. Cinnamond is a native of New Jersey, and is a cum laude graduate of The Catholic University of America in Washington, D.C. She enjoys golfing, reading and especially traveling, having vacationed in all 50 of the United States. She is active in her community and volunteers for several nonprofit organizations.



H. Michael Heath - Vice President, Customer Services

A senior executive with over 30 years of experience in Information Technology, Services and Support Center Management, Mr. Heath currently sits at the helm of ViON’s renowned Customer Intimacy Model as the Vice President of Customer Services. ViON has also benefitted from Mr. Heath’s expertise during his tenure as Vice President of Logistics and Integration and Vice President of Service Operations. Prior to joining ViON, Mr. Heath held multiple executive roles within Hitachi Data Systems, including Vice President of Customer Services and Support for the Americas, Customer Service and Support Manager for the Eastern Region, Vice President of Hitachi’s Global Support Center and Director of CPU Technical and Product Support, among others. Mr. Heath also worked with Telex Computer Products and AAI Corporation.
